I am writing to let you know that the council has published the consultation document “Kingston – Looking forward together” to start the conversation on how a new Local Plan for the Royal Borough should be shaped and developed.

Local plans play an essential role in shaping the places where we all live, work and visit and it is important that local communities, organisations, landowners and other key stakeholders have the opportunity to get involved from the outset. We would therefore like to hear from you on some of the key issues and questions that are being asked through this consultation to help inform the development of the Local Plan.
A new plan will enable us to consider the changes that the borough will face in the future, as well as any impacts from changes across London. With the number of people living in the borough set to significantly increase over the period 2019 to 2041, it is critical that we plan in the right way to build more homes, workplaces and services to support our growing population.
Key issues set out in the consultation document and which we want to hear from you on include:
Where should the growth in housing be located? And what type of housing should be provided?
Should we be thinking about whether it would be appropriate to build on parts of the Green Belt and/or Metropolitan Open Land to meet our housing needs?
What infrastructure (including transport, community facilities, healthcare and leisure) do you think is needed to support the borough now and in the future?
What type of workspaces should be provided and where?
Should we be doing more to attract and encourage visitors to the borough, and if so what?
How do we support our town centres and should we be encouraging more night time activity?
How should we help people move around the borough?
Site Assessment consultation
We have also published a list of sites around the borough that have been submitted to the Council, either as part of the Call for Sites exercise that we carried out last year, or as part of work by the Greater London Authority. We welcome your comments on these sites and the proposals that were put forward. It is important to note that the Council does not have a view on any specific proposals at this stage, and we are seeking views on all sites from the community before assessing the merits of the proposal put forward.

The Consultation period
The consultation on “Kingston – Looking forward together” and the Sites Assessments will run from 1st May to 31st July 2019 and you can share your views on the document and questions in the following ways:

Consultation events will take place over the consultation period, of which details will be provided shortly.
You can find copies of all consultation documents at local libraries, or the Information and Advice Centre at Guildhall 2. Please note, as Kingston, New Malden, Old Malden, Surbiton and Tudor Drive libraries are closed on Wednesdays, the documents will be delivered to these libraries during the day on Thursday 2nd May 2019.
